Ubuntu is the best in my opinion.
Although there is many good options.

pogrammes etc is not much more descriptive. different operating systems have strengths or weaknesses. Some are better or designed specifically for specific activies, like backtrack and hacking... or some are specifically designed to be a desktop alternative with wide support for drivers and software. others are stronger for software or linux developers. some are better for those that want complete customisation of their system. some are designed specifically for running network services... home media centres. some try to be a bit of every thing.

None of them are really best at every thing but they are all good for most things.

You might want to check out windows 7. I heard thats the best

Windows 7 is not Linux and for programming a Linux distribution is far better equipped than a Windows box with a host of languages installed out of the box.

Imho Debian is the best one, it's the base for most common linux distro.
With Debian you can do whatever you want!
