It's supposed to be personal so i dont really wanna waste a good paypal acc for something that can be blocked right away

Yes they can be blocked and they will be blocked. May have changed although it was common 5-6 months ago for them to be blocked if they were activated early on

I have also hit Microsoft for an Xbox purchased from their website once, I am attempting to see if it will work on a fresh PayPal account at the moment.  I already ordered the Xbox, as soon as it arrives I will file a dispute. Account has no purchases and is a week old.

Edit: to clarify, I did not Box META. I simply opened a case with them to receive an email denying my claim, and then opened a dispute through PayPal and included a screenshot of the Email from Meta as proof that I tried to settle with Meta before opening the dispute with PayPal. It's honestly the easiest thing I've done. After 7 days of waiting for Meta to respond to the dispute, PayPal sent me my money back.

Hey man, ive a question, when you make a PayPal account, do u usually use it brand new? Or how many purchases do you have before u hit the SE or like how much time do you wait? Thanks

Is Microsoft still easy to dispute on PayPal? They don't respond to claims?

I've had success on brand new PayPal accounts. I like to wait at least 1 week after creating them before using them. However I would recommend aging them for at least 2/3 weeks to be safe. Make a few $5 purchases and maybe 10 $2/$3 purchases throughout the aging process. You don't have to go crazy to age them. To be extra safe, look into using socks5 proxies while aging each account to make them seem like they're coming from different locations as well. I've made 5 refunds over $500 and 3 $700 disputes on a single account in the span of 2 months before on a single aged account. That account was aged 1 year.
