Yes, at the moment Meta does not respond to PayPal disputes.
They will probably catch up soon.

I've hit Meta 3 times on different PayPal accounts successfully so far. I have also hit Microsoft for an Xbox purchased from their website once, I am attempting to see if it will work on a fresh PayPal account at the moment. I already ordered the Xbox, as soon as it arrives I will file a dispute. Account has no purchases and is a week old.

Edit: to clarify, I did not Box META. I simply opened a case with them to receive an email denying my claim, and then opened a dispute through PayPal and included a screenshot of the Email from Meta as proof that I tried to settle with Meta before opening the dispute with PayPal. It's honestly the easiest thing I've done. After 7 days of waiting for Meta to respond to the dispute, PayPal sent me my money back.

Canada. I'm going to have my friend in the US attempt this as well with both Meta and Microsoft. Will post results here
