When this happened to me and I kept pressing, I was made aware of a policy by Amazon that if they couldn't reach the police department within a certain amount of days (I forgot how long but it was about 2 months) they would refund you.

Now I keep getting this email “A careful review of your account reflects that the correct information has already been provided. As previously mentioned, I am sorry to inform you that we are unable to support you with the Police Report provided. I'm unable to offer additional insight on this matter.”
And in live chat they said “it is denied by our relevant team, we are unable to issue any refunds”
“We are unlikely to enter into any further correspondence regarding this matter “
