Just had the same problem with Amazon UK and yeah it's normal that they will tell you they are unable to verify PR. I was literally going on chat, phone and emailing them they just repeated the same script over and over; "We are unable to verify PR! please contact back in business hours". Eventually I got the refund after 40 days by continously chasing them and escalating to Amazon Executive team at jeff bezos. If you want the refund keep following it.

When this happened to me and I kept pressing, I was made aware of a policy by Amazon that if they couldn't reach the police department within a certain amount of days (I forgot how long but it was about 2 months) they would refund you.

As previously mentioned, I am sorry to inform you that we are unable to support you with the Police Report provided. I'm unable to offer additional insight on this matter.”

And in live chat they said “it is denied by our relevant team, we are unable to issue any refunds”
“We are unlikely to enter into any further correspondence regarding this matter “

Was it a fresh account and what was the amount of the order?

It was fresh acc but pr was real. I already got refund after 2 months of pushing reps.
