i replied with "i am asking to return the item since it is the wrong size can you guys please give me an explain of why i need to fill that report since the IC3 complaint is for online crime report?" that what i said which i was hoping they will be able to give me an answer of either they are going to just let me box a return or still need me to fill in the IC3 complaint

You can still email them to reopen the dispute, no need to make a bank dispute just yet. Make an excuse such as you was waiting to receive the report that's why you couldn't submit it in time.

And yes, PayPal are known for not replying to emails.

I obviously wasn't aware of this when I suggested a chargeback.

@Roadman has made some valid points just above. If PayPal refuse to comply with your request, you can lodge an appeal through their Resolution Center. This Is based on the grounds that Insufficient Information was provided when your claim was declined, so If It comes to this, be sure to have new details on hand.
