A government ID card Is In fact your Identity, and apart from the government Itself and associated entities, It should not be distributed to anyone. Their request Is not justified so In a sense, It's an Invasion of privacy.
I declined and am going about it another way

Generally with our forum, I figured this went without saying. However, recent discussion has led me to believe otherwise. People are encouraged to read and follow our rules, especially those regarding illegal content. You have been warned - @Oni

I went through PayPal. Denied, unfortunately, but an appeal is on the route. Might be a complete fail though, I'll see.

I think they automatically accept claims from the seller if the package is marked as delivered. I thought I had a strong case, called, and they confirmed, it's all dependent on the tracking number provided. I was refused an appeal initially but I managed to get someone to actually look into it.

Though, as you're aware, It doesn't conclude that you've personally received It.

Many years ago, I had a couple of legit deliveries stolen from my doorstep. It was marked "delivered", but "personally not received". Pretty sure It was my neighbor (we argued a lot), but couldn't prove anything.

Well, at least the claim Is still open with some hope of succeeding.

Sadly PayPal is horrible and their system hardly ever makes sense.

Update: They are willing to issue a refund or replacement, but only if I send my ID. I will consider this a failure because they'e not getting that from me.
