I came with an update. So, they emailed me the following: confirmation of receipt in which the courier signed for me and a declaration of non-receipt that I need to complete in order to proceed to the next step.
As per my understanding, once I complete this form they will proceed to make a complaint against the courier. The order has my personal data in it, I didn't fake anything in it as it's my first time trying this.

Should I continue and complete the form?
Thanks!

It's not legally binding, so It's fine to go ahead and sign It.

It actually is a legally binding declaration of non-receipt, should this worry me? I am not aware of the repercussions this might have.

Countless SE'ers have signed that type of document without Issues.

There's no declaration, affirmation and nothing of the sort to verify that what you're saying Is true and correct to the best of your knowledge - which Is what holds ground with legally binding documents. All they're stating Is "legally binding declaration" without anything supporting It.
