Paypal with custom built PC 06-08-2020, 11:56 PM

I noticed many refunding services advertise sites such as CyberPowerPC, OriginPC, iBuyPower, etc. that sell custom built computers, however they all require payment with Paypal.
1.) Why do you think paypal is required? Is the refund just more difficult going through the company itself?
2.) I don't understand how they use Paypal...
- Paypal states in their user agreement that custom-made items are not eligible for their purchase protection program. The invoice makes it pretty obvious that the computer is custom-built.
- They all give tracking numbers and proof of shipment, so they cannot use Paypal's Item Not Received Claim
I would imagine they use FTID since all the companies have FOB shipping at their warehouse so they cannot use DNA, and a PC is too heavy to use empty box. (CyberPowerPC actually even states "Shipment of all Product(s) shall be FOB point of origin as determined by Company. All risk of loss shall pass to Buyer upon tender to common carrier, Buyer or Buyer's agent or employee at Company's warehouse or other point so designated by Company. " so liability can be handed off in the employee's hands lol)

Quote:Item Not Received claims
Your claim will not qualify for a refund under PayPal’s Purchase Protection program for an Item Not Received claim, if:
You collect the item in person, or arrange for it to be collected on your behalf, including if you use PayPal in a seller’s physical store, or
The seller has provided proof of shipment or proof of delivery.
If the seller presents evidence that they delivered the goods to your address, PayPal may find in favor of the seller for an Item Not Received claim even if you claim you did not receive the goods.
