There are a ton of tutorials on how to use/connect on IRC. however they pretty much fail to provide one piece of very important information.
Do: Join. make a comment, sit and wait. We call this idling. It can take 3-5-10 minutes some times more until someone notices your comment. You can often speed this up by mentioning their name.
Dont: Join, ask if anyone is there, and then leave 40 seconds later. I pretty much guarantee you that you will never get a response, especially on smaller channels. You have just wasted the minute and a half of your life you can never get back by leaving so quickly. If you wait and idle, you might actually put the irc server to use and talk with people
