If you have Adobe Acrobat, scan the image and turn it into an editable file format, pdf, and then copy and paste the Google translation.

Sounds long and frustrating i know but that's the only thing you can do. Unless, you want to contact Amazon once again and hope to get a better rep and explain that's the only language spoken in your country.

Edit.
You can create your own PR in your own language, as long as it's a direct and accurate translation. Using forged PR is a big no no, but I honestly think in this one off scenario it will be ok.

Other members can say yes or no regarding what I have written above. I'm genuinely interested to see your answers.

What do they expect you to do? Take the next available flight to Germany, or an English-speaking country to file a PR?

I assume an Investigation has been opened, so given the amount of time taken to finalize the claim, I don't see why they cannot dedicate 2% of that time to translate It themselves.

Pure laziness on their behalf.

This is the part where you use Photoshop as well. You take a screenshot of that part of the document and paste it in your new document.

So, half you edit and translate, the rest you take a screenshot of select parts of the original document and paste it in the new document.
