i replied with "i am asking to return the item since it is the wrong size can you guys please give me an explain of why i need to fill that report since the IC3 complaint is for online crime report?" that what i said which i was hoping they will be able to give me an answer of either they are going to just let me box a return or still need me to fill in the IC3 complaint

@Roadman has made some valid points just above. If PayPal refuse to comply with your request, you can lodge an appeal through their Resolution Center. This Is based on the grounds that Insufficient Information was provided when your claim was declined, so If It comes to this, be sure to have new details on hand.

so an hour ago i just give them a message at the resolution centre about why the need the IC3 complaint and telling thme as long as they can provide me why i need the IC3 complaint i will go create a report asap. Maybe i can get away without creating a IC3 report or no i am not sure but i think it is important to restart the case first
