the thing to remember when dealing with cops....
KEEP YOUR MOUTH SHUT AND ONLY ANSWER WHAT ASK WITH SHORT, DIRECT AND TO THE POINT RESPONSES...

When you file a report the police are not always there for your benifit... they will ask questions more then one and word them differently to see if your answers remain the same.

In short, do not provide any more Information than what's required/requested.

update: paypal closed my case due to they unable to obtain the requried information after requested from me, which i am thinking is the IC3 report. What do you think i should do

Did they actually state that the closure was the result of the IC3?

In answer to your question, hit a chargeback through your credit card provider, or a bank reversal via your merchant.
