Tricky question.. In general the birth certificate in the UK is almost useless as it is used in very few situations. Many of the government operations do not accept a birth certificate as a form of ID (all interactions I have had did not) and by extension many private businesses do not as well. This is most probably due to the fact that it is not a photographic ID.
For parcels I assume this would be based on the courier's T&C regarding what is an acceptable form of ID. For example Royal Mail does not list a birth certificate as acceptable proof of ID (that being said it is different story whether the customer representative there will accept it, though I doubt it) however they do not insist on photographic ID. DPD being the complicated ones to deal with require two forms of ID if a signature is required. If not they can drop it in a local shop where you can use a bank card.
Sorry I cannot give you solid answer but in my experience the birth certificate is not used very commonly. As such it may raise more suspicion than simply going in with a debit/credit card with the name of the recipient. Perhaps it is different in different countries where the birth certificate is a more powerful document.
The reason I specifically asked about a birth certificate, Is due to the fact that It can easily be manipulated. In my country, apart from a driver's license, a birth certificate holds the most Important value In terms of verifying one's ID.
Happy to share what I know

I gathered your idea and it is in fact easy to falsify, perhaps that is one reason why it is not used commonly here.
