What happens when the tracking number Is cross-checked, and deemed It wasn't delivered to Its Intended address?

My assumption here was that if they check the tracking number, it would show the address correlated with the tracking label - i.e. the original address. However, since the address is modified on the label, the driver would deliver to an incorrect address, while the tracking number shows it's being delivered to the correct address.

It will also be scanned at the destination prior to drop off.

Right, it's scanned to mark delivery as complete. However, is there any indication of the address it was actually delivered to? My assumption was that scanning the tracking label would mark the delivery complete to the address encoded within the bar code.
