Is there a way I could say one never arrives then refund the other within thirty days?

Are they both being shipped on the same consignment?

I'm not sure because I ordered one then ordered another on the same account but not in the same basket 10 minutes apart

Based on the above, If you're Intending to use the DNA method, they must be on separate consignments.

If they're both on the same shipment, you cannot refund an Item that (as per your claim) did not arrive.
