Can the company refuse to refund even if there's no tracking or signature?

They'd need a reason to do so, which would be extremely difficult, If not Impossible.

In other words, they cannot decline a claim without justifying their decision. In the absence of a tracking number and authorizing signature, It's not possible to conclusively deem that the package was delivered and accepted by the account holder.

Royal Mail 24 get a delivery scan, so they will scan it before handing it over / posting it through your door. It will show as delivered when tracked. This is standard and has pretty much replaced 1st class for business's. You can also upgrade it to ask for a signature.
