I think My address or something might be blacklisted but I am not sure. I make new accounts and then place an order only to have my account get locked saying that I have put in the incorrect billing information. I have called Amazon and they tell me that the billing information is incorrect but I know it is. Any sure way to know if your address is blacklisted?

The billing address used, has to be the same as the billing address held by the payment cc. If you try to change that, they will notice that it is not matching, eventually.
To clear it up, repond to their email with the correct billing address and your account should be freed.
In my experience, I was able to refund one order on amazon  with an intentionally false billing address. They noticed on the next order and locked the account till I provided a valid billing address.
