did you have to sign for the package? If not you can say the package never arrived. If you did sign for it then say the box was empty and you should be good to go.

I haven't ordered yet. I'd rather not go the "I didn't receive it" route because I've seen them ask for police reports before. Could I just say the GPU in the box isn't the one advertised on the outside of my box and return that?

you could do that, but if it is an old account with legit purchases there is like a 0.1% chance they will ask for a police report. At the end of the day it is up to you.

Got it. Ultimately I just want to replace my current GPU. If I go the "I didn't receive it" route do they send me a second one and I just reurn that one without opening it?
