You didnt get the parcel, obviously the tracking still shows it was delivered. It turned out that it was delivered to your neighbour by mistake and you only found out after contacting Costco. Therefore you are now in possession of the TV and wish to return it.

yes I can return it only in store because I had called and filed a case of non receipt they are saying no because it my first claim that's how I found out I can't get a label changing my story to that

You bought the item online, surely you are still therefore able to return the item under the Consumer Rights Act. Maybe they wont give you a label but you must be able to return the TV to their returns address using your own courier.
