Ah, electric scooters don't need a plate nor an insurance here, that's what it's probably easier to SE them (if anyone even tried)
Mopeds (be them electric or not) do need both a plate and insurance, and the former is issued by the dept of transportation and bound to the S/N of the vehicle (to call it that), so even if it's stolen and re-plated the VIN (vehicle identification number) is still there
