I went to try and file a police report however they refused to do so since I said that the package wasn't damaged and therefore this wasn't a crime and instead was an issue on Amazon's end. Called Amazon explaining what I was told and they said a whole lot of nothing in response. Any ideas for next steps?

It's typical of Amazon to reply with nonsense. Their brain-dead reps struggle to spell their own name.

Get a document from the police stating why they're refusing to provide the report, then forward It to Amazon.
