I will try to answer your questions, but Mothered is probably more experienced and might have more details to add.
1. Yes, investigations can take very long to begin with. However, I do think the reps you've spoken failed to properly do their task and help the customer. You have provided all details needed and they keep referring you to a different department, that you cannot contact directly (right?).
2. If they have received an empty envelope, then they would have definitely confronted you with that. So I think your boxer is right, however if they do sent a message that they have received an empty envelope, then I do suggest asking for all evidence they have and then we can work from that onwards in this thread. But you are pretty f*cked when it gets to that, hence why I don't recommend using this technique.
3. Filing a police report is usually without consequences, they will do the paper work but that's about it. The reasoning is that they have better things to do, and if we believe your story to be true, then the police will probably think the post department messed something up and it is not worth spending the resources on that. Of course, the more files you report, the more suspicious the police might become. Yet if the nature of the report is different than the previous filing, then I wouldn't worry too much.
4. If I understand correctly, you already returned it (technically right, that's why you are SE'ing). So if you return it again that will definitely raise suspicion and might get your account flagged.
