After checking my bank account where my PayPal draws out if I noticed that the funds had never been taken out. I checked my PayPal to see the message “authorization in progress” yet they still shipped me my order and all.

The "authorization In progress", means that PayPal first checks the account to see If the funds are available.

When that's been confirmed, the account will be debited. I strongly advise not to remove the funds - you will need to pay back what you owe.
