The police report happened to me, but in Spain the police do not do that, because they say it is a failure of the company not a scam and they send you to put a complaint form to the company where they sent me the product, to In the end they closed my case for not having a police claim, but I complained to the company and got my refund

Interesting. I'd think it depends a lot on the person you are dealing with, but you had some good luck there getting that refund!

update: paypal closed my case due to they unable to obtain the requried information after requested from me, which i am thinking is the IC3 report. What do you think i should do

Did they actually state that the closure was the result of the IC3?

In answer to your question, hit a chargeback through your credit card provider, or a bank reversal via your merchant.

A chargeback Is separate and not associated with PayPal.

They've stated that they requested Information from you, but you didn't provide It.
