The event reminds me of early industrial revolution work in the US. Minimal safety, and things like mine and tunnel collapses commonly killed dozens. The country is producing and moving nuclear material but their infrastructure building is stuck in the 1800's. Sounds about right, with all we hear about the DPRK.
