pp dispute closed in my favor. Is it safe to use the device now?

He didn't contact meta. Straight to Peepal. Yes you get full refund because you can't use accessoiries when the main item is missing, and also because meta is not replying.

As I know, PayPal wants us to contact seller first . Did he photoshop that he wrote to Meta and then he sent it to PayPal as a proof?

No mate, just say in PP that you contacted Meta via phone, doesn't require any proof.
Yes you get full ref anyway if they don't reply, it's says also in your claim.

Its up to you if you want to take them to add as evidence but I don’t tbink its necessary.

The Quest3 is out of stock at the moment though so you could be waiting a while to even get it
