I'd say buy with PP and for starters attempt normal eb/peb and if that would be refused then second attempt. with PP claim just to have it as a backup plan.

Did you report to Meta that you received part of your order? And same to the PayPal? Despite that, you received full refund? Not partial refund?

He didn't contact meta. Straight to Peepal. Yes you get full refund because you can't use accessoiries when the main item is missing, and also because meta is not replying.

As I know, PayPal wants us to contact seller first . Did he photoshop that he wrote to Meta and then he sent it to PayPal as a proof?

No mate, just say in PP that you contacted Meta via phone, doesn't require any proof.
Yes you get full ref anyway if they don't reply, it's says also in your claim.

Yeah, but it's safer to use a Meta account linked to an email that's different from PayPal's. Else, they could ban your Meta account (they don't seem to ever blacklist devices).
