When I access the center, different options are displayed and I hesitate between one of them:

Problem with your purchase :
-I would like a refund for all or part of the items in this order.

Problem with the seller:
-The seller did not respond when I contacted them regarding a problem.
-I am not satisfied with the seller's offer.

I think the most appropriate option would be the problem with the purchase I am wrong?

Edit : I clicked on the first option (I want to be reimbursed for all or part of the items), but it asks me to choose an option that best fits between those:
-I did not receive the item
-I received a different item or one that does not match the description
-I received the object late
-I cancelled the item
-I have already sent the item back

Only, none of these options is convenient for me. What should I select/do?

There are obviously other options but I don't think they apply to me. So this is the first page. I clicked on "I would like a refund for all or part of the items in this order" and that's when it gave me a whole bunch of options listed above that didn't concern me.

No option specifically suits your claim, but use this:

The seller's offer does not satisfy me

You've asked to return It but was refused, hence his refusal did not satisfy you.

I finally called paypal since no option matched. The agent opened the file for non-compliance and explained the situation. I hope they don't answer.

So I opened this dispute. New Balance answered me as their customer service does by email, twice, but I contested and same, they say they will not answer anymore. Now it says "waiting for the other party's answer" but it's impossible for me to turn the dispute into a claim, no option is offered to me. Is this normal?

If the buyer and seller do not come to an agreement (which both of you won't), that's when the Dispute turns Into a Claim and PayPal then takes over.
