so I pretty much tell them it never came in, show them the receipt, and convince them the order number not showing is an error?

What they used to do is hack amazon accounts and then refund the products or SE their customer service into saying it never arrived and want to get the same product but to another address.  Or ask refund into Amazon GC and claim on your own account and buy stuff.

Is your brother still using the receipt method? This seems so unlikely to work that it got me curious.
