Less than that will acumulate dangerous bacteria. Also acid from bacteria could originates very quickly and damage your teeth permanently.

Yes exactly.
It helps prevent decay, and should be used with toothpaste of similar purpose.

I brush my teeth twice a day - after breakfast and right before going to sleep, and sometimes I would use mouthwash in the middle of the day.
