No actually my web design knowledge is very small. Check out my site www.templarmc.net and you will see I'm still learning the web site of things. I am fluent in programming languages and web stuff is still pretty new.
That....That.....That site, breaks every guideline of web design ever created!
Seems fine. Nobody claimed to be pro here lol. The site works for now and will continue to be worked on until I get it where I want it.

Well, depends on what you are trying to accomplish, at first glance I'd give it a 2. The only reason is because it's bland, feels cramped and unorganized.
Keep working on it, though I would recommend if you are working on building a site from scratch that you work on the framework first before working on how it looks.

The header placement is off.. But your markup and CSS formatting are done pretty well.
One thing I would consider is adding a bit of texture.. I use a website called subtlepatterns.com for textures. A light "noise" background can go a long way. But this is my personal ascetic.
As for your text there is too much of it and should really be broken up. You're making a website, not a book.
And finally, technically this is a web page and not a website, but good work. I would suggest you keep following what ever tutorials you are following and in a few more weeks come back and make a new thread. If you are truly interested in webdesign I would suggest learning some web design theory (here)
I would give this a 1.5/10 because there is a little more to web design than a few colored divs. Looking forward to watching your skills evolve.

Oh, That's what I meant, A webpage, The reason why there is a boring long text is, I wanted to test the Sticky Navbar If it was looked nice or not, And I'm beginner or below beginner, I really wanted to create the most basic layout, So I tried that.

It looks okay if you're a beginner, but try positioning the text on the page in a more fashionable manner, also try and do something else with the menu! Keep at it though.
