Sometimes that problem it's due to IP address conflicts on the computers, try to Release and Renew an IP Address.

Start > Run > CMD

Code:
ipconfig /renew

ipconfig /release

And you can also refresh all DHCP leases and re-register DNS names using the registerdns command.

ipconfig /registerdns

If the network has 169.254.70.x IP's you cannot force a 192...
Just connect, ping the gateway, check submask, and force a client IP inside the network.

Well 192.x.x.x, 172.x.x.x, and 10.x.x.x are all private addresses, 169.x.x.x could be the private address of the router. If it has Mac Filtering, youre screwed, unless you give yourself a Mac Address that has been permitted on that AP, which can be done with Mac Changer. Might/ Might not work.
