Bro when u complete 20 post then u capable given the Reputation, for given reputation go to person name and click when u did it then that person profile open, here see reputation column there given rate option click on it, and then given reputation.

BSNL usb modem software can not install in Linux, so its not work for u, i m also try. USe Ethernet internet or Wi-Fi.
