the verification system would be available to users who have been active on the forums for enough times to be available to complete a form to request this verification. The time requirement will prevent from new users to spam forms. there should also be a delay between requests

I see your point and whilst It seems like a good process, It Increases the workload that otherwise can simply be dealt with by using the board's Report feature.

Though, I do appreciate your suggestion.
