Crazy DHL - Pukkuk - 05-26-2020
I got a return label at a popular store. Today I placed my order on the Packstation and was very surprised when I checked the status of my track number. My order was delivered back in December 2019.https://imgur.com/5CEZnBU

This is pretty common in the UK with DHL/UPS.
Couriers do use the same tracking number after x months.

I've yet to come across a carrier who recycles their tracking numbers. In my locality (at work), I deal with DHL, FedEx, UPS and my country's postal service on a daily basis- all of which do not reuse their shipments.
