Use apt-get remove --purge <package>
Then use apt-get clean

As everyone above has already said it would depend on what exactly you downloaded. If you downloaded a .deb package then dpkg would be the way to go but if you compiled it from source then Geoff's suggestions will do the trick.

It's a windows/wine application, either navigate to the directory from the locate output and run the uninstaller or use the uninstall program utility from wine.
On a separate note the thread title is missleading and your question has nothing to do with wget.

well i can't seem to find uninstall program utility through application>>wine>>prgrams
