It is a form of manipulation, and an effective one at that. If the only reason someone pose as the opposite sex is to gain something, such as a rank or information then it is manipulation. It would be no different from telling a lie about your successful career while in reality you have a mediocre job. It would also be the same as lying about your age, race, name or anything about your person that can help people "paint a picture of you".
