I'm not talking about big countries, you can do there whenever you want, but there are people who live in small Europe countries or the ones where local shops have strict rules and zero tolerance for SE. There were topics and posts about people from Poland having a tough time SE something. In the end of the day, you have to be safe doing SE.

As I said, last time I SE'd a CPU it was from Amazon.de there is a good chance you would SE it easily. Age your account a bit for a bigger chance and get a CPU that is not over 250-300 eur price.
