Incorrect, some WPS enabled devices are 'Push Button' and you won't get past M2 in reaver.

I said "Provided the AP Is vulnerable to WPS", meaning the Push-Button-Connect (PBC) functionality has not been physically pushed by the user, hence the AP Is vulnerable. Or If the PBC (on some Router manufacturers) Is enabled by default, and the user has disabled It. Either way, the AP will be vulnerable.
