Absolutely, you can do just that however In @Synthx's case, he's already provided the recovery options so at the time of the account lockout, he cannot change anything.

Both your Apple & ICloud account use the same Apple ID, so given you were locked out of your Apple account, how are you supposed to access the ICloud account?

You'd think Apple would simply use logic and disallow ICloud as a recovery option.

therefor, I dont think linking a backup email would work..
