When are they going to actually realize that the moment one site Is taken down, another 5 sites (mirrors , alternatives or otherwise), begin to surface shortly after. Not good that after so many years, What.cd has come to an end.
They do. They have plenty of task forces assembled just to tackle terrorism, rapists, etc. But it's extremely hard to capture terrorists, since, they usually do a lot of planning to avoid being caught. Same with intelligent killers, or rapists, they are extremely difficult to catch. And these file-sharing sites are technically against the law, therefor, they have no choice to assemble a force to take it down - which is extremely easy for them to do; don't blame the law enforcement, they just do their job. They, as in their title, simply enforce whatever the law is.
