LOST THE DISPUTE, fedex claimed they delivered it to the right place. Bank agrees.

As per below, they're at fault for dumping the package and failing to make sure the customer (yourself) received his goods.

If so and they declined It based on that, ask FedEx what their protocol Is when delivering packages under such circumstances. I'm sure It's not dumping them at the premises and leaving thereafter.
