In my view and based on personal experience, NordVPN and ExpressVPN serve their purpose very well Indeed.
ZenMate Is not too far behind.

NordVPN is a fantastic service. I just reupped my multi-year plan for $99.
ProtonVPN, legally, is probably the best bet. It's run by CERN and have their servers 100m or something underground in a bunker. Their encryption is off the hook compared to, let's say, Private Internet Access, and the entire project is based in Switzerland, so no government can compel them to give up any information about you, nor are they required to keep any logs whatsoever.
I personally like chain linking two VPN services along with Elite proxy servers in nearby countries in order to encrypt data, shove it through a proxy, on to the VPN server, then through another proxy and on to the next VPN server. If you don't want anyone to know anything about what data is coming from whatever random location they get (that changes every few minutes), chain linking is going to be your best bet.
It only costs about $25US to hold two VPN accounts, and I am putting up Anonymous and Elite proxy lists at least once a day here on SL. Make use of those.
Personally my connection makes IP sniffers like ipleak.net and check2ip.com freak the hell out until they error or say my connection is coming from multiple continents and ISPs, and that is the way I like it.
Also run your chain link through a VM. Not only is it the only way I know of to chain link properly, but it makes it a hell of a lot easier to do so.

NordVPN seems solid from what I've seen?
However, I use Surfshark, it logs absolutely nothing and no government can request shit from them.
Plus, it costs $48 for 2 years.

If you want a service that literally does not have to do anything but tell a government to lick its nuts: ProtonVPN is run by CERN and located a few hundred meters below ground, so it's secure physically as much as it's protected from any government interference.
The Swiss are true neutral and very light handed on the money producing class, so they don't require logs be kept and would rather not ask for them in the first place.
I've been meaning to make them my second service, but PIA ripped me off of a month's payment by claiming I didn't submit the correct payment confirmation number to say that I had cancelled even though I had freaking done everything they asked to make sure I cancelled. They're really giving me the shaft.
My personal opinion is don't use Private Internet Access. European sounding name, but located in the US and can be forced to keep logs, and they won't drop you as a customer if they can help it. They'll stall emails for days. Never send important documents. Tell you to send them back a number they never sent you, and for some reason multiple payment confirmation numbers aren't enough to prove you're the owner of the fucking account, especially being that you're emailing them from the email you signed up with and have the username, password, and. ..... nevermind. you get it.
