You've confirmed the correct address and not receipt of goods, so on what grounds did they close the Investigation?

None. They closed it on the fact that it was successfully delivered to my address

GPS/tracking demonstrating Is was successfully delivered to your address Is one thing, but whether the package was actually personally received Is quite another.

I realize they dumped It and took photos, but tell them to provide evidence of the package being handed over to a household recipient. It's no fault of your own that they left It unattended - they did It via their own volition, as opposed to making sure It was personally received.
