A statutory declaration Is signed In the presence of an authorized witness.
Have you been requested to attend the police station, whereby the officer will be the witness to the signed statement?

Yes, even a pharmacist can be a witness.
A statutory declaration Is not a sworn statement, nor Is It made under oath (as with affidavits). It's used to say that everything Is true and correct "to the best of your knowledge".
It's fine to go ahead a sign It.

Can I not try and get around it by saying I cannot find anyone to sign it?

You can try, but I doubt they'll accept It.
It's not an affidavit, so It's perfectly fine to sign It. They do need It to move forward with your claim.
