We have overhead lines here, so it was fairly trivial for them to run fiber. Other places near by have underground cable and still are using VDSL2 with pair bonding, if even that is available.
I could tell they were running fiber here by looking at the lines. I saw snowshoes and splice enclosures all along the line, as well as a fuck load of trucks at the node before that.

Do the math. 1000 mbps is 125 mb per second. 4 GB is 4096 mb. Divide 4096 by 125, you get 32.768, or about 33 seconds.

I see for me to download that type of file on no VPN it takes about a 1 hour and 30 minutes just about.
