I found this open source offline password locker on github. It looks secure enough to me. The first time you use it, you should run:
Which encrypts the locker.txt file. You choose a password and then it hashes that using the SHA256 hashing algorithm and creates a key compatible with Fernet from the cryptography library for python. Then you can add passwords to it and corresponding website names and decrypt the file. it looks like the decrypted file is never written onto the disk so all you will have to do is close the terminal window when you are done. The guy said he hasn't tested it on Linux but I have and it works, however I did have to specify Python 3, which he did say it is for.
