well from my experience i would say logitech or just look for companies that do advanced rma

If your talking about SE'ing an item without any purchase (not refunding). There a few things companies are not allowed to have shipped to them or aren't allowed to be shipped in general, I'm not sure. These are things like:
- Leaking batteries
- Blood
