No, why would you need to box or FTID an empty package/box for a refund that has been processed?
The refund has been approved "for an Item you have at your disposal", so simply comply with their request and send the empty package/box.
Oops, sorry I meant if they ask for the package with the charger/ accessories (particularly for unique proprietary chargers)/ etc. I suppose can say it didn't have charging cables/accessories either.
Unfortunately, I have to retire from SE.

mothered is it more common to tell the seal is broken and hardware gone or just tell them everything normal but hardware gone?

Just say that the AirPods were missing.
Signs of tampering Indicates that It's not a manufacturer's error, but rather an Inconsistency that stems from the warehouse. As such, If they have CCTV cameras (or similar/alternative surveillance) In place whereby It clearly shows that the box was picked, packed and dispatched In Its original state, then the SE will fail.

Just finished reading all the details as I’m looking to do the same (I’m from -UK so a bit different) and was wondering what’s the difference between one pair or two pairs of airpods? Me and my sister both want a pair but would it be better to do two orders on two different accounts or is it okay to EB with two pairs on the same order. Thanks.

or do a DDIP or you can use a partial refund by taking 2/3 other items ... or even a DNA with all 2 pairs of airpods in a box ... but also an empty package should be fine since 2 pairs weigh in total 92 grams ... FTID as well would be fine .. in short, there are many methods that allow you to have both refunds
